recognize the Charter of Mexico City (joint statement of movements in defense of water) and Nairobi and the participatory approach and unified work that has characterized the Social Forums since their birth.
In particular we want: 1. The recognition and implementation of the human right to drinking water as a right necessary for life. Access water as a universal human right should be included in all constitutions of member countries and in the basic principles and instruments of the European Union. The prepaid water meters should be banned.
2. The exclusion of water from all trade agreements, including treaties of the WTO.
3. The withdrawal of support from the European Commission, European Council and individual European governments at the World Water Forum which is an inappropriate decision-making structure on water. As stated in the resolution of the European Parliament in March 2006, the World Water Council - a private entity without democratic legitimacy - may not have such a strong influence on global policies on water.
4. The recognition by the European Union and member countries that the water is an essential commodity for life and therefore can not be regarded as a commodity to be put on the market. The ownership, management and control of integrated water cycle should be public and participated in social and community level. The principles of public participation - transparency and accountability - must be respected.
5. The guarantee from the European Union and the Member States of the good quality of recognizing that this can only be guaranteed by public scrutiny.
6. A political and financial support for the various forms of public-public partnership through the development of international cooperation and financial resources to ensure access to water, through the exchange of good practices between public enterprises and local authorities on models of participation and solidarity between citizens and communities of different countries and regions, including those suffering the effects of drought.
7. Collective responsibility for the investments needed to ensure safe and sustainable supply of water for all in Europe and the world, accountability should be ensured through general taxation.
8. The prohibition of industrial contracts for the exploitation of the mineral water bottled in order to protect and conserve this resource for future generations.
9. Sustainable management practices that protect the ecology natural cycles of water and maintain water quality in our rivers and groundwater that must be considered as potential drinking water. This management model should also prohibit the construction of large infrastructure projects (dams, river connections, etc..) Financed by public funds that promote the commercialization of water by large corporations.
10. Good working conditions for employees of public water companies. Workers must be integrated into decision-making processes concerning the development of water services.
The European network of public water movement through the work on water, is open to dialogue and cooperate with the movements and networks that are fighting against the privatization of public services and common goods.
Participation and support, network with other continental and progressive forces in Turkey, to counter the World Water Forum World Water Council (Istanbul in March 2009) which will be presented inside and outside the Forum. At the next World Social Forum in Belem (January 2009) proposals and actions to ensure that water will become one of the themes of the worldwide mobilization of all social forums.

The world is at the center of the most severe financial crisis of our lives. The economic loss incurred so far is already considerable, and we have yet to see the bottom or a turning point. In this context, I suggest that the peak oil community minimize its efforts to awaken the world about dangers of short-term oil production. The reasoning is simple: minimizing our efforts in the short term, do not throw gasoline on a fire that is already burning at full force. We are all aware of how our governments and businesses are confused at this time. Our leaders, future leaders, and intellectuals are seeking ways out of chaos. The public is in a quiet panic mode, those that fared well, now they're doing less well, and their possibilities for action are limited. Those who have lost their jobs and / or home are desperate. Business and markets are in freefall. If awareness of peak oil and its disastrous financial implications were added to the existing mix problems, the trauma would be unthinkable. As many of you, I have dedicated my recent efforts to awaken the public and governments to the impending horrors of peak oil. As this awakening is necessary, keep pushing in this direction may not be in everyone's interest. Many may be tempted to challenge the recent IEA World Energy Outlook. I too am among those who consider themselves very disappointed. But pushed on what can do more harm than good.
